Review of the Regulation of Alcohol Advertising
Client:
Ministry of Health
Project Background:
The Government initiated the Review of the Regulation of Alcohol Advertising (the Review) to determine whether the current regulatory approach supports Government policy of minimising harm caused by alcohol. Stakeholder consultation was undertaken as part of the Review.
Our Involvement:
Litmus was commissioned by the Ministry of Health to analyse the submissions received as part of this consultation. We:
- systematically analysed 252 written submissions
- presented key findings of the submission analysis to the Steering Group
- synthesised and reported on the content of the submissions.
Key Outcomes:
Feedback from the submission analysis was one of the data streams that fed into and informed the Review. more 
New Zealand Injury Prevention Strategy
Client:
Accident Compensation Corporation (ACC)
Project Background:
Consistent with a Cabinet requirement to raise the safety consciousness of New Zealanders and minimise costs involved with post-injury compensation and rehabilitation, the ACC formulated a NZ Injury Prevention Strategy.
Our Involvement:
Litmus was contracted to oversee key aspects of the Strategy's 12-month development, from initial consultation through to redrafting and finalisation. We:
- developed the process for consultation, ie, setting agendas, defined roles and responsibilities, designed forms and templates for capturing information, etc
- facilitated public workshops, co-facilitated hui and fono and oversaw the receipt of written submissions
- reported findings from all sources of public consultation
- worked alongside ACC staff to redraft and finalise the Strategy.
Key Outcomes:
Launch of New Zealand Injury Prevention Strategy with Government and community endorsement.
Wellington Community (ICT) Strategy
Client:
Wellington City Council (WCC)
Project:
WCC is committed to enabling all of its citizens to take full advantage of ICT. The Council has been recognised for its achievements in this area, having received an award from UNESCO and been a finalist in the Stockholm Challenge in 2002. In 2004, WCC began to develop a new ICT strategy.
Our involvement:
Litmus undertook a community ICT needs assessment in partnership with WCC. We:
- liaised with the ICT Strategy Steering Group
- undertook a Community Advocates Forum
- conducted community workshops with residents in areas having the greatest ICT need
- undertook a Think Tank with Wellington-based ICT experts, to explore new and creative ways of meeting ICT needs.
Key Outcomes:
The 'bottom-up' approach ensured input to the ICT Strategy from those with greatest need.
Development and Review of the ACC Code of Claimants’ Rights
Client:
Accident Compensation Corporation (ACC)
Project Background:
As part of a drive to strengthen customer relationships and clarify the rights and expectations of claimants accessing its services, ACC sought to develop a Code of Claimants’ Rights.
Our Involvement:
Litmus was closely involved in developing the Code and reviewing its effectiveness post-implementation.
- designed and conduced workshops with claimants, seeking their input into the Code's framework and its use
- synthesised submissions about the draft Code, and conducting a public readability test to determine the Code’s comprehension, tone and reading level
- conducted workshops with internal stakeholders and finalised changes to the draft Code, based on a complex mix of legal opinion, operational policy, and stakeholder and claimant feedback
- reviewed the Code's implementation by synthesising information obtained from stakeholder meetings, customer satisfaction research and discussions with complainants.
Key Outcomes:
Implementation of a Code that has endorsement from the public and other ACC stakeholders, and which provides guidance for future improvements.
